Last week we took at look at some general threat concerns that would need to be considered in a Direct extraterrestrial First Contact event. This week let's examine the timing of those threats and possible responses.
1. Military threat
The timing of a military threat would most likely be immediate. It seems unlikely that an extraterrestrial military group would stop to say hello and then start shooting. An alien attack would be the ultimate in surprise. After all, we don't even believe they exist.
We do have the ability to fire missiles into space. The U.S. military did such to destroy an out of control satellite filled with radioactive material. Could more missiles target Earth orbit? It seems likely, but the question would be how quickly and how effectively. It would probably be too late by the time the alien invaders entered Earth atmosphere. We could certainly stage a stiff resistance in Earth atmosphere. However that resistance would not be very coordinated at first. The intense secrecy between nations regarding military matters would be a negative. Perhaps the only positive would be how alien craft perform in Earth atmosphere. Have they had time to properly develop and test space craft that perform well on Earth?
The long term threat of military attack also needs to be considered. The start of a new relationship, even a quite positive one, does not diminish the need for some form of defense. We would need to be on high military alert during and after First Contact. We would want to join together as nations to examine possible threats and how we might respond.
We can and should be open and responsive to a peaceful extraterrestrial welcome. We should also be upfront about our concerns for safety and the need to have the military on alert. If handled diplomatically this would seem quite practical and not necessarily a hostile response.
2. Subversive threat
In this scenario, alien visitors work outside of the usual power system of international politics. The only way to prevent this is to have a strong United Nations response. If the United Nations is clearly the body that the majority of the world supports in an alien First Contact event, the extraterrestrial visitors would have to actively show they are intent on creating conflict. This threat is most likely in the immediate aftermath of First Contact. However, it will remain as a threat for as long as the relationship lasts. There needs to be tight controls on contact, as assessed and carried out by a strong United Nations.
3. Manipulation threat
This subset of the subversive threat involves aliens using social and psychological techniques to win power on Earth. This is an immediate and a long-term threat. The idea of getting what you want through guile rather than force is quite established in human history. We have no reason to believe it would not be used by an extraterrestrial civilization. Once again the only response to this problem is tight control by the United Nations. Each action by extraterrestrial visitors needs to be evaluated with a critical eye and response needs to be unequivocal and unified.
4. Biological threat
Extraterrestrial craft could bring extraterrestrial microbes. NASA has a protocol in place to deal with the issue in terms of human spacecraft returning from space. They would probably be one of the first federal groups to respond if First Contact occurs in the United States. The key would be getting them to step down what very well may be an aggressive and dramatic response. First Contact needs to be transparent and open for the entire world to view. Some form of space agency response and testing should be expected. It needs to be handled diplomatically. This is primarily an immediate threat, although there would need to be procedures for long term contact, perhaps in a decontamination and testing zone at human controlled extraterrestrial landing sites.
5. Environmental threat
Does the alien craft pose an environmental threat? This would likely be covered as part of the NASA or other space agency response to extraterrestrial First Contact.
6. Social threat
Alien visitors don't need to do anything to be a threat to our society. Just the mere introduction could have serious implications here on Earth. Religion, government, and culture would all be at risk. This is probably the toughest threat to handle. It could be immediate and it could be long term. A proactive response is nearly impossible given the wide ranging nature of the threat and the many ways it could play out. Transparency and openness would be important in maintaining calm and stability. The first world reaction will be a certain degree of fear. Making First Contact secretive and government controlled will only create more fear and stoke conspiracy theories. It could poison the new relationship for many years and create serious world division. The best chance we have for maintaining social order in the wake of First Contact is to carry out each and every action in full transparency and include the entire human race in the process. This means utilizing the United Nations to the fullest extent.
7. Economic threat
The world economy is influenced by many sources. Some aspects of economic response to First Contact will be tough to control. Stock markets may spiral up or down. Trading and speculation could lead to dramatic rises and falls in world markets. The latest economic meltdown provided a good training run for how world economies can respond to crisis and how they can work together in crisis. New technology and information would be the biggest long term threat. Much like our system of science, the economic system in our world is built on a foundation of knowledge and expectations. New technology and information must be managed carefully to prevent wild market swings and the uprooting of entire segments of the world economy. This will mean a much stronger world economic bodies, working in conjunction with the United Nations.
8. Political threat
Even if alien visitors didn't interfere in our world politics, First Contact could have a profound impact on how nations behave. Much of this will be out of our hands. Transparency and inclusion are the only real solutions. Every nation has to be part of the process. Potential benefits of extraterrestrial contact need to be shared with all of humanity. Decisions need to be made in a collective and representative body. It will need to start with the United Nations, but that body will have to undergo some major changes to be strong enough to respond to future challenges.
9. Psychological threat
How will humans respond to First Contact? Will religions embrace the idea or will religions create opposition to alien contact? Will people see First Contact as the end of human civilization? Much of this reaction will be determined by the media. If media outlets react in negative terms the audience will probably do the same. This is why public relations is an essential consideration in an extraterrestrial First Contact event. It's not just a matter of being touchy feely or putting a spin on the situation. It is an active process of considering public reaction at each and every step. Transparency and openness are important. However, people will also want to feel protected. A strong response by the United Nations and a human designed framework for response will be important. The assurance of military and space agencies working in concert will be important. A positive and yet sober response by governmental leaders will be important. If it is clear that there is a strong, structured response to First Contact people will be more likely to remain calm.
10. Scientific threat
Direct First Contact could only be accomplished by a civilization with a higher degree of technology. The science behind that technology and how and when that information might be provided to us comprises a threat. Humans must continue to build knowledge through the scientific process we have established over hundreds of years. The scientific fields will need to create a framework for receiving scientific information from alien visitors. It must be carefully controlled and the consequences examined at each step. The threat to our system of science and technology is primarily long term. The scientific bodies will need to move quickly, though to establish the protocol for handling new information and scientific knowledge. We can't wait to see what the new relationship might bring. We must work immediately to prepare. Our system of science is the foundation for our future. We cannot let it be harmed or weakened.

There is a large body of evidence to cover concerning UFOs appearing near nuclear power plants and nuclear missile sites. But for now I just want to focus on two cases which both involve a nuclear power plant disaster, threatening to release radioactivity into the air, threatening to kill people and destroy this planet.
A while ago I had seen reports of a UFO over Chernobyl, but I could not find a reliable source, nor video or pictures. I put it aside for a while, but then I decided to see what the Russian news media said about it. The Chernobyl nuclear disaster was quite a disaster - if the fourth reactor exploded, it could have wiped out the population of much of Europe, and caused much sickness and birth deformities. I found this from the Russian news site Pravda, UFO Prevents Blast at Chernobyl Nuclear Plant:
When troublesome events started to occur, some people saw a spaceship hovering above the fourth generating unit of the Chernobyl plant. Eyewitnesses say that an UFO was there for six hours and that hundreds of people saw it. People started writing about it only two years after the catastrophe. Of course, such information appeared in magazines on ufology. As it is generally believed, serious people don't read such magazines and journals.
Here is what Mikhail Varitsky had to say: "I and other people from my team went to the site of the blast at night. We saw a ball of fire, and it was slowly flying in the sky. I think the ball was six or eight meters in diameter. Then, we saw two rays of crimson light stretching towards the fourth unit. The object was some 300 meters from the reactor. The event lasted for about three minutes. The lights of the object went out and it flew away in the northwestern direction."
The UFO brought the radiation level down. The level was decreased almost four times. This probably prevented a nuclear blast.
Three years later (on September 16, 1989), the fourth power-generating unit emitted radiation into the atmosphere. Several hours later, a doctor saw an object in the sky above the Chernobyl plant. Doctor Gospina described it as "amber-like." She said she could see the top and the bottom of it as well.
In October of 1990, a reporter from the newspaper the "ECHO OF CHERNOBYL", V. Navran, was photographing the machine shop of the Chernobyl plant. "I photographed the top of it, includomg a part of the hole above. I remember everything very well; I did not see any UFO. However, when I developed the film, I clearly saw an object that was hovering above the hole in the roof." The object looked like the one doctor Gospina saw.And there is this earlier 1997 report from NICAP:

In response to Anders Liljegren assertion that "'the UFO phenomenon' was NOT out to check on that...No sightings in the affected area until more than a week after the nuclear crash," referring to the Chernobyl disaster, I offer this excerpt from Dr. Vladimir V. Rubtsov's lectures as published in MUFON's 1994 Symposium Proceedings:
"...about one month before the Chernobyl disaster I had a talk with an air traffic controller of the Kharkov airport. He told me that, ACCORDING TO PILOTS' REPORTS, there was a rising number of UFO observations in the area of the Chernobyl Nuclear Power Station (ChNPS). Later it became known that on the night of the fire in the ChNPS, some 3 hours after the explosion, a team of nuclear specialists saw in the sky over the station a fiery ball of the color of brass. The witnesses estimated its diameter as 6-8 meters and its distance from the burning nuclear reactor No. 4 as some 300 meters. Just before the observation these specialists measured the level of radiation in the place where they were standing. It was measured at 3000 milliroentgens per hour. 'Suddenly two bright rays of crimson color extended from the ball to the reactor... This lasted for some 3 minutes... The rays abruptly faded and the ball slowly floated away in a north-westerly direction, towards Byelorussia. Then we again looked at our radiation monitor. It displayed only 800 milliroentgens per hour...'"I remember hearing the reports where there was quite a threat posed to Europe and much of Russia because of the disaster, and subsequently scientists were surprised as they thought the levels of radiation should have been much higher. Is this indeed what happened? Chase Brandon, a 35 year CIA veteran, has an item on this in his fictional book, "The Cryptos Conundrum":"...the Soviet Union's Chernobyl nuclear power plant in Ukraine experienced an extreme spike in power output that caused a reactor to rupture, which sparked a series of explosions and sent a plume of radioactive fallout into the atmosphere. The second happened yesterday when Ukraine military radar operators reported seven blips streaking back and forth above the burning plant. Ground observers described them as smudges of intense light moving erratically. In response to the presence of unidentified craft in Soviet airspace, the military launched ten MiG-29 fighter jets."As with a fictional work, the info is absolutely useless, but offers a clue as to a disinformation motive for his work. He adds that the UFOs fired on the jets. In all the public reports I have seen, this never happens. They move out of the way to disengage as much as possible. For high speed planes, they will sometimes fly alongside them (there are radar reports alongside witness testimony from pilots on this issue). The disinformation here is that extraterrestrials pose some kind of threat - and he uses a reported event where they may have saved many lives. As with Ronald Reagan, I bet the only way the U.S. Government will ever admit to their existence is to push the story that they pose some kind of threat to humanity as propaganda for yet another war.
Although Chase Brandon publicly stated that he saw material that confirms the Roswell crash of a UFO in 1947 indeed happened, the official story of the CIA is that they have no records - and in the answer, gave a run around, showing that their official statement is not an answer. See CIA smacks down former employee. And there is the usual accusation that this is done to promote the book. There is a similar kind of "ad hominem" attack against Steven Greer of the Disclosure Project which discusses his financials, and nothing about any of the explosive testimony he has gathered. So what if they make money? They both deserve it. Its this thing called "supply and demand" - which is something that is a part of this strange economic theory called "capitalism." My thoughts on the book, if I had worked 35 years at the CIA, and there were no UFOs or extraterrestrials, I certainly would not have chosen that as a plot line.
THE JAPANESE FUKUSHIMA NUCLEAR POWER PLANT DISASTER
The Chernobyl nuclear power plant disaster was in 1986. So what about the Japanese Fukushima nuclear power plant disaster of 2011? This is more recent, and it was not behind the walls of secrecy of the Soviet Union. Were there any UFOs seen over the Fukushima nuclear power plant at the time of the disaster? What the evidence shows is that more direct extraterrestrial intervention began with the explosion of the atomic bomb and the advent of nuclear power. There is a direct danger that human activity is posing towards the ecology of this planet earth.

June 8th, 2013 My nephew and I went fishing on the IN side of the Ohio river on Saturday June 8th. We were sitting on the Nth side of the river just East of a large power plant and factory on a dirt road running adjacent to the river. At sometime around 9 pm I noticed a bright light above the KY side of the river. Jokingly, I said to my nephew that here comes a UFO and went back to fishing and didn't give the light another thought. Earlier a plane had flown over coming from that general direction and I assumed it was another plane coming from the Owensboro area. Shortly afterward, my Nephew said "what the hell is that", he was pointing at the light which was now pulsating rapidly and moving up then down but was hovering, then it moved from our SE to the E over the river. The object was maybe 1 mile away when it went over the river. The object would hover and move up and down and the light would pulsate and get very bright then dim until it just either faded out or moved directly away from us rapidly and disappeared. Needless to say we were astounded by what we had just witnessed and kept our eye on the general area where we last say it. Maybe five or ten minutes later the object reappeared in the same general area that we first saw it and this time it was over the tree line closer to the river than earlier. The object became very bright and intense and a beam of light came down and thru the trees. It didn't appear to move at this time but just hover. The object became so intensely bright that it cast a reflection on the river and you could plainly see the bright object and the beam in the reflection. This lasted maybe 1-2 minutes then the beam stopped and the object began to move from the SE toward the E. As the object moved it became dimmer and either moved directly away from us or just faded out of view. We stood there on the river bank amazed at what we saw and could not come up with a valid explanation of what we saw. We saw what might have been the same object but much farther away again maybe 5 to 10 minutes later in the same area. I would estimate the total time from the first siting to the last as at least 20 minutes. The were a few boats on the river both private and barges that we could see. This was also much closer to the Boonville Boat club which is a large area of river camps and I would think that we were not the only ones to see this object.

This is the first time l have ever put in writing what me and my friend saw that night.Has keen anglers we decided with permission from our parents to go night fishing at the local fishing pond grey mist.Our parents agreed as long has my dad was allowed to drive us there and come pick us up the next morning.Grey mist is a huge fishing pond in the middle of a refuge tip with plenty of clear sky unhindered by buildings or housing and on this night the above was virtually cloudless.At around two in the morning my friend noticed lights about a mile ahead or so from where we sat in the night sky getting closer,there seemed like there was actual balls of light falling from nearing crafts or l should say dripping.Different colours,red,yellow blue,purple,white we were perplexed,the colours were dripping like you would see plastic when on fire from the sky.Within seconds the crafts were above the pond and the colours stopped falling out of them,what we saw then horrified us l counted at least 10 objects a few were like planes with windows like a plane running horizontal butvoid of wings,grey triangular crafts and the most abundant were the orbs or disk shape things.the crafts l estimate around a 100 ft in the sky its difficult to say some looked higher the sky than others and scattered at a distance of around a quarter mile.Then one of the orb shaped objects started to move towards us,this did not resemble a craft it was more like a ball of light,at this point we started to panic and ran up the embankment after which the brightest of whites seem to engulf us and all went blank and l awoke sat next to my friend at around 8am.Obviously l had experienced a bad dream.We packed and waited for my dad to pick us up,while we were waiting my friend came out with a dialogue that knocked me to the ground he described absolutely every l had dreamt about virtually every detail.lt was strange because l could finish what he was about to say before he finished his description and vice versa.How could we have dreamt exactly the same thing to every detail?After this Frank my best friend in the world never came near me again he told people l was weird and could read peoples dreams and all that,it scared him.l have since found that he hung himself at 22.My story is nearly the same since that night l have never been the same my personality changed from a happy go lucky kid to introspective moody loner its difficult to explain since that night ldont feel l belong here any more like my home is elsewhere.the damage was not just psychological but physical as well.That morning when l got home l felt a burning sensation at the back of my right earlobe when felt behind my ear there was a scab that was not there the day before,after a few days there was a round dint l could and can still can today fit comfortably the end of my pinky finger in right above my upper cheek bone under my earlobe like someone put a cigar out behind there.l am now nearly 50 years old but what happened that night was no dream l can still feel the fear in my bones l felt that night.l have only told my present partner of this until now because of the obvious stigma attached to such subject matter as this.l pray and hope no one else go,s through what i have dealt with,not being able to say anything or hopefully l can help by telling them there not on there own.

Did all of this happen?
If some or all of it happened, how was Jim --a US military intelligence officer on a remote, family-owned ranch-- able to do what entire teams of scientists were unable to do for decades? How was Jim able to make contact with who/what ever it was?
Jim did this by accepting the phenomena were driven by an intelligence, and by challenging that intelligence.
The beings seem to gain respect for Jim, and they may have decided to contact him further under controlled conditions. Whatever they really are, control seems very important to these beings.
I spoke with author Tim Good at a bar recently during a conference. I asked Tim if any one had ever followed up on the folks who lived on Contact Ranch. Tim says to the best of his knowledge he didn't think so, but he did feel the family may still be living there.
What a shame we don't know the next chapter of the Contact Ranch saga. What happened after that intense phase of phenom ended? Did Jim really pass their test? He never did tell anyone what the beings had told him, far as we know.
So, did they come back, make contact again? If contact continued, what was said? What happened with their cattle? Were the rest of the livestock left alone after the initial mutilations? This seems important, since Jim felt the beings "were responsible for the cattle mutilations."
Tim Good observed the Contact Ranch witnesses felt the "military operations explanation was not sufficient to account for the strange events which they have experienced."
It may be that ETs are always aware of the larger stage where these interactions are being reported.
For me, this is another example of theater staged by ETs for multiple purposes. Interesting how the ETs specifically mentioned they would not alter Jim's memory. And then there's the self-assured countenance, the gift of strong determination in the face of the terrible, that is a gift the ETs bestowed on Jim, whether intentionally or by default.
All this plays into the staging of events in scenarios where ETs feel always in control and yet where they do not easily outthink us. Notice how the beings spoke perfect English and mentioned their interference as being "very little" on the scale of threats.
At the original Skinwalker Ranch, the staging of the varied phenom was more confrontational, and the level of interference greater. The alleged alien beings were different, too: more in line with the so-called grays.
Maybe the bizarre animals are the hardest to explain: huge wolves from the original Skinwalker Ranch and Bigfoots from Contact Ranch. Neither type of these cryptids witnessed by the terrified ranch families and researchers could be killed, and both cryptid groups seemed to be under intelligent control.
And why not? If this particular group of ETs have been here a long time, they may have used these creatures. Maybe they designed them! Whether ET designed or simply captured part of our own cryptid menagerie, it's not a stretch to imagine, based on the data reported at both ranches, how these cryptids might be used to spy and control land areas. By creating native superstitions --as with Bigfoot-- ETs could control access to these areas by making sure the natives avoid the areas...for generations.
By introducing Big Foot into the mix, the alleged ETs have created an important impediment to witnesses reporting their experiences and to victims getting help after the fact. Adding Big Foot makes any potential report too incredible to be believed. Because of the Big Foot factor, even the UFO investigators could only come to one conclusion: "at least some of the incidents had a basis for objective reality."

As noted below, we need to fly a dozen former or retired U.S. Air Force personnel from their homes to the press conference. UFO researcher Robert Hastings and former U.S. Air Force Captain Robert Salas are currently organizing a press conference at the National Press Club in Washington D.C. to address the vital issue of UFO incursions at U.S. nuclear weapons sites over the past six decades. The purpose of the event is to focus worldwide media attention on the reality and importance of the situation.
To date, more than 100 former or retired U.S. Air Force personnel-once trusted to operate or guard weapons of mass destruction-have come forward and revealed ongoing UFO surveillance of, and occasional interference with, our nuclear weapons. This information alters the historical perspective on the nuclear arms race and much, much more. The fact that the Pentagon and CIA have successfully kept the truth from public view for so long is in itself mind-boggling.
While most of the reported UFO incursions apparently involved simple observation, a few of them resulted in the shutdown of large numbers of nuclear missiles. This is more than a Cold War issue because these incidents continue to occur. Media reports of UFO activity at nuclear weapons sites have been published as recently as March 2009. Nuclear weapons proliferation is an ominous and crucial concern, affecting all of humanity. When combined with the secrecy surrounding UFO phenomenon, there exists a nexus of enormous importance.
At the press conference, scheduled for September 27, 2010, a dozen ex-USAF personnel, including Mr. Salas, will discuss their nukes-related UFO experiences. By way of introduction, Mr. Hastings will briefly summarize his 37 years of research on the UFO-Nukes Connection. Following the statements of the witnesses, Mr. Salas will offer concluding remarks. The assembled members of the media will then have an opportunity to ask questions for an extended period.
To finance this event, Mr. Hastings and Mr. Salas are soliciting funds to cover the participants' travel expenses, hotel accommodations and meals, as well as costs associated with the preparation of press kits. It is estimated that 15,000 will be required to fund the occasion.
This will be a non-profit event. A dedicated bank account has been set up to handle donations by organizations and individuals willing to support this important presentation. Following the press conference, any remaining funds will be donated to a charitable institution and the account closed. This endeavor to present the facts about the UFO-Nukes Connection to the media, and people everywhere, is both historic and necessary.
